Each state gets 538 Electoral Votes. 102 Electoral Votes would be allocated at-large while the remaining 436 Electoral Votes would be allocated within each of the electoral districts (which would be a number of districts equal to the number of Reps plus Senators). For example, Wyoming would be divided into 3 electoral districts while California would be divided into 55 electoral districts. I would support distributing the electoral votes for the electoral districts by population. What do you think?

No.

But then I support the odd notion whereby everyone's vote should have equal value.

No. How about we abolish the electoral college and use IRV? Problem solved. I don't understand why people talk about "reforming" the Electoral College when doing so really just makes it more complicated without fixing the inherent problem of malapportionment. Yes, this tweak makes it virtually impossible to win the popular vote and lose the electoral vote, but there's no need for the solution to be so complex.

The electoral college is fine. Just mandate that every state use IRV.

No,  I still prefer allocating EV by Congressional district plus 2 for the statewide winner

No, I favor a system whereby every state is given 369 electoral votes because that's how many there were in 1876 which is 100 years after we signed the Declaration of Independence. States with a "d" an "o" or a "g" in their name would get another 100 because dogs are man's best friend. Then they would have to divide them according to the percentage of vote the opposing party received in the previous election, and then they would multiply by the number of counties minus the number of Governor's the state has had - UNLESS the Lt. Governor and Governor are elected on a ticket, in which case half the electoral votes are assigned based upon the votes of elected municipal officials. If the state has a National Park in it, they get another 25. Only if it's National Military Park then they lose 30.

But really, just trash the whole system and use popular vote. Or IRV if people don't freak out about it too much.

Um... it's called an amendment? The constitution defines how we go about doing it...

I'd rather just keep the electoral college as is.
