Meaning we hire people for their qualifications instead of getting someone in there just to keep the place diverse.

I don't think you really understand what affirmative action is.

If an employer has two completely equal candidates for a position, he might consider picking the one from a more diverse background.  Affirmative action is not a quota policy, or forced hiring of anyone solely for their skin color.

There is no such thing as "completely equal" candidates.

True, but there is such a thing as being more or less equal. This is the case when one interviewer will think one candidate is better, while another will think another is better.  It is in these circumstances that affirmative action should be implemented.
