1. The Atlasian Government pledges to keep a goal of less than 5% of the head of households unemployed.
2. The Atlasian Government shall reduce by one-third corporate taxes levied on small businesses employing ten people or more in times of employment crisis, defined as when unemployment exceeds 10% nationally.

It's too vague (dangerously so IMO) and it would force the government to adopt a certain policy (and one that might not be very clever at all) in a certain situation.
