I could be wrong on this, but I don't think either of them is actually "banned," but on a year-long mod review in which every post they make has to be approved by a mod. Straha decided just to move on and haunt other parts of the web instead of suffer such humiliation.

True they were defacto banned... but according to Stark he is no longer on mod review even.

Correct.  Stark is still posting, and it appears that he has managed to produce some worthy of mod approval.  He is still very much on mod review.

How Stark would actually know that is beyond me.  Of course, he's wrong, but that's just pulling crap out of his ass.
