Gender Neutral Militia Act

   Section 311(a) of Title 10, Armed Forces, is amended by -
      (1) replacing the word "males" with the word "individuals", and
      (2) striking the words "and of female citizens of the United States who are members of the National Guard".

Is this just a semantics thing?

That is, this doesn't have any far reaching effects, such as to require females to register for Selective Service, does it?

This only affects the composition of the unorganized militia.  Females can already join the National Guard (i.e., the organized militia) and is why the existing law includes them in the definition of militia, so that the potential anomaly of a female being in the organized militia, but not the militia as a whole is avoided.  If there were a dire situation that required the calling out of the whole militia in an area, this law could potentially affect females not already in the organized militia.

Even if there were still Selective Service in Atlasia, the Selective Service Act does not reference the militia, but male persons.  This is likely because the Act caps the age at which people can become liable for service at twenty-six, while one is in the militia until age forty-five under current law.
