This was a completely inappropriate response.

The children should have been quarantined and isolated to prevent an outbreak of cooties.  Now they're running around town and no one is aware of this very real danger to society.  Won't someone think of the children?

Reading the article it says she was suspended from riding the bus, meaning she can still come to school for those three days. Still, it's an overreaction and quite stupid.

Seriously though, it doesn't have to be a hard swat.  Just enough to get the kids attention to make sure they've learned their lesson.  I'm not talking about beating a child until they're black and blue and not able to sit for a week.

I don't think the children should have been punished at all. Children at that age are curious creatures, and what's wrong with a little kiss. Now if the boy had been doing perhaps more graphic things you might want to talk to them, but I at least don't think spanking would have been an effective response here, indeed, it rarely is. Hell, even Dr. Phil's against it.

Though beating the girl thoroughly would ensure she'd never get pregnant. Or cause her to become a lesbian, one or the other. Now that would be a really interesting experiment. Scold a girl every time she kisses a boy and see if she ever switches to girls.

In educated countries, spanking rates are lower.  It's even true on your home turf.  Look at which states allow spanking in public schools, and which states don't.  Then look up which states have the highest and lowest rates of high school graduation.

If spanking is such an educated practice, it would seem to me that in European countries where higher education is heavily emphasized, children's asses would be red 24/7.  But they're not, because people don't hit their children there.
