Silly.  Just silly.  Both kids should have been taken to the principals office, explained why it isn't appropriate in school, spanked, and sent back to class.  End of story.

Seriously though, it doesn't have to be a hard swat.  Just enough to get the kids attention to make sure they've learned their lesson.  I'm not talking about beating a child until they're black and blue and not able to sit for a week.
