tough one.

gramm was a standard conservative and raised a ton of money and completely flopped.

I say Gramm.  Gramm was a true conservative and still flopped.  Giuliani is not a true conservative and flopped.  Gramm is the bigger flop because he should have won the base over easily.  Rudy had an already big mountain to climb with the base as it is, so his flop isn't as a big of a thud.
