Over-Development Balance Act

Section 1: Findings

We have found that:

1. Developers are building houses at an extremely fast rate.
2. These new houses are creating budget problems for the local school district.

Section 2: Impact Fees

1. For the purpose of this bill, 'development' is defined as a collection of houses recognized as a loosely connected community.
2. To combat school budgeting problems, all developers will pay an impact on all homes in developments.
3. A developer will pay for the estimated school enrollment for 2 years at the local school district for the average amount of children (as calculated by the Census) for every house in the development.
4. The money will be added straight to the schoolboard's budget for the following Fiscal Year.

It's unclear to me from the text of this bill how this is supposed to work, specifically how the average number of students, and thus the impact fee, is calculated. And two years seems arbitrary.

I admit the number of years was just a guess at how long it may take to get the new kids integrated into the budget while not completely crushing developers either. As for the student calculation, would an assumption of two per household work better?

Two per household seems high. Even for developments expected to have a fair number of children, more than one per household is a pretty heavy burden on developers, and that alone should be enough to cover the districts' outstanding costs.

I'm not sure exactly what this bill is trying to achieve. I also agree that it looks as if it should be a regional planning issue.
