This is mainly to test the waters of the 20th Amendment, but I feel that it is worthwhile.

Section 1: Definitions of Party Status
1. All political parties, as defined by the Department of Forum Affairs, shall be classified as major, minor, regional, or affiliated.
2. A major party is classified as any party that meets all of the following requirements:
         (i) It must present a platform of at least five points to the Secretary of Forum Affairs.
         (ii) The platform must be signed by at least five registered voters, all of the signatures coming or being reaffirmed within 28 days.
         (iii) No region can be the residence of 80% or more of its registered voters.
3. A minor party is classified as any party that is not a major or regional party, but meets both of the following requirements:
         (i) It must present a platform of at least three points to the Secretary of Forum Affairs.
         (ii) The platform must be signed by at least three registered voters, all of the signatures coming or being reaffirmed within 28 days.
4. A regional party is classified as any party that meets the first two requirements for a major party, but not the third.
5. Regional parties are considered major parties in the region with the majority of their voters, but minor parties in other regions and nationwide.
6. An affiliated party is a party affiliated to a major, minor or regional party.
7. Affiliated parties are considered minor parties.

Section 2: Execution and Effects of Party Status
1. Following the passage of this act into law, all parties have 28 days to meet the requirements described in Section 1.
2. Any parties that do not meet the requirements described in Section 1 within 28 days of the passage of this act into law will be deregistered, and its former members registered as independents.
3. Any parties affiliated with a party meeting the requirements that do not affirm their affiliation within 28 days of the passage of this act into law will be deregistered, and its former members registered as independents.
4. New parties must meet the requirements described in Section 1 in the space of 28 days to be recognized as legally valid.
5. Any parties that do not renew the requirements described in Section 1 in the space of 12 months after their last renewal of the act, or of the passage of this act into law, will be deregistered, and its former members registered as independents.
6. Any parties affiliated with a party meeting the requirements that do not affirm their affiliation in the space of 12 months after their last renewal of the act, or of the passage of this act into law, will be deregistered, and its former members registered as independents.
7. When the names are candidates are listed on the ballot, the incumbent's name shall come first, if there is an incumbent. Following the incumbent will be any candidates from major parties (ordered randomly), succeeded by any candidates from minor parties (ordered randomly), succeeded by any independent candidates (ordered randomly).

Section 3: Punishment
1. Failure by the Department of Forum Affairs to follow this law will result in the Secretary of Forum Affairs being formally censured.
2. If a Secretary of Forum Affairs is censured on three separate occasions for failure by the Department of Forum Affairs to follow this law, he or she shall be removed from office.

This act needs either 15 or 16 signatures, so let's get moving!

I understand that this bill will eliminate "dead parties," but I guess what I'm saying is that I'm not sure what the point of eliminating dead parties is.  I'll put my support or opposition to this bill on hold until the DoFA weighs in.

Irrespective of that, I do appreciate your attempt to use Amendment XX to get something done.  Hopefully, this exercise will be instructive as to what a bad idea hiking the requirement to 40% will be.

This bill both complicates and simplifies things. I generally agree with the concept, although I doubt that simple ordering of candidates will make a substantial difference in a system where voter information, if not participation, is exceptionally high already. I will not sign this legislation at this time as I would like for the public at large to make clear their desire for it.

Why? All you do is make sure all the signatures submitted to you are valid, proving the parties are still active.
