With the amendment fixing the unconstitutionality of the bill having passed, I'll comment.


I understand the desire and motives of the people backing this bill—some regional governments aren't as strong on the activity front as some may like, some moreso than others.

But flat out, this bill-turned-amendment is unnecessary.  There is nothing now preventing the regions from doing what this bill will mandate them to do.  And by mandating that all bills come up to a vote in the five regions, areas such as the the conservative Southeast will constantly be under siege by the decidedly more liberal (moderate?) whims of this body.

In the interests of regional independence, I will be casting a vote against this amendment.

In the interests of continuing with Senate business, I move for a final vote on this legislation.



We are now voting on the final passage of the following legislation. Please vote Aye, Nay or Abstain.




National Policy Standardization Amendment

That the following be appended to the Constitution of Atlasia:
[quote]Article IX

1. Whenever the Senate of Atlasia passes legislation affecting only non-Regional territories of Atlasia, it may designate said legislation for consideration by the Regions.
2. All passed legislation flagged for consideration by the Regions shall be placed on a Regional ballot or else introduced in a Regional legislature as appropriate at the next available opportunity.
3. Any of said legislation which passes a Regional vote shall take effect in that Region without amendment and shall be considered federal law, subject to future review by the Senate of Atlasia.

Aye.

Gives the regions a bit of a kick start. The Constitution needs to be re-tailored to suit political reality rather than echo some of the 'better days' of the past (which I don't think were 'better' by standard anyway)

There needs to be a system for referring the bill to the regions, perhaps with the PPT determining if it should be sent to the regions or not, or perhaps a vote of the senate following Presidential acquiescence.

Without that, we're passing bad legislation.
