It's based on ten votes.  McCain voted for the minimum wage and against SCHIP.  He was either absent or Present for the other eight.  It's not really a fair rating.

Any scorecard that has the audacity to call itself Nonpartisan when everyone who scored 90% or more is from one party (excepting the two Senators from Maine) and everyone who scored 50% or worse is from the other (excepting Sens. Biden and Johnson who got 50% because of his absences while campaigning and recovering from his hemorrhage respectively) is not one I'm going to pay much attention to.
