Yea - they're getting their act together though, especially Guatemala. Since the Civil War ended in 1996 they've had very democratic elections with relatively very little turmoil. People really enjoy the democracy down there

I'd say Panama, too. Although I am biased, being >50% Panamanian, things have really been looking up since Noriega was ousted. The canal is getting renovated, they've had several peaceful elections, and they currently have some good liberals in power. The downside is the Colombians getting into the country killing the Indians near the border, and the people being deprived of their beaches and fish because of resorts and the fisheries industry.
