Yes. He was too old. He was a good war leader, but even during the war he was not great on the domestic front.

Exactly. He fully deserved his 1945 defeat, since he behaved as a primarily anti-welfare paleoconservative.
Formidable leader on the right moment, but a poor one in normal times.

Being anti-welfare is good.

Being primarily and caricaturally anti-welfare for stupid reasons is certainly not.

Harold Macmillan - E (The master of inactivity)
Alec Douglas-Home - E (Useless)
Harold Wilson, 1st term - C (Decent economic management, though delaying devaluation was moronic)
Edward Heath - U (Absolute, utter failure. Joined the EEC, start of supply-side policies, oil crisis. Yuck yuck. Awful)
Harold Wilson, 2nd term - C (Good social reform but lack of economic management)
James Callaghan - D (Did a decent job of getting inflation down, sadly maligned)
Margaret Thatcher - U (Worst Prime Minister ever. Destroyed this country in so many ways, too many to go on about here)
John Major - E (Awful, to be quite honest)
Tony Blair - G (Warmongering fool overshadows his good achievements)
Gordon Brown - F (Did the best he could in his position, I guess)
David Cameron - G (From what I have seen so far, awful awful awful)

Rough guide:

A - Awesome prime minister!!! Purple heart
B - Very very good
C - Did a reasonably good job
D - Pretty poor but with some good aspects
E - Poor. A couple of small positives
F - Pretty awful
G - Terrible
U - Brought the country to the verge of ruin.
