It seems that the PDP did far better in the west than it did in the east. They did win Phuentsholing, a town on the Indian border. According to Wikipedia, the east has an ethnic group called "Sharchop" - maybe these folks rejected the PDP more and caused their baseline vote not to be spread more evenly as it was in the west? Not sure what happened in the 90%+DPT province of Pegmastel in the southeast.
