Compare the states in 2000:

ND: Bush 60.66%
SD: Bush 60.30%

Yeah, WAY more conservative.

And if you want to compare them for Presidential races, ND is consistently more favorable for the GOP candidates than SD even if it is by a few points. It's about as relevant as saying, "Well, SD is more conservative because they have one Republican representing them in Washington (out of the three offices) as opposed to ND sending no Republicans."

Yeah you can get different results depending on what standard is used. But there's really no difference fundamentally. Based on how close they usually I could certainly do better in ND than SD (though win neither.)
