He actually didn't.

It was thought so at first because Fritz considered Ernest's vote as a first preference for Harry which it was not so then we realised we had a tie and I have just discovered that Ernest was not eligible to vote in that race in the first place owing to when he registered to vote meaning his vote should not be counted.

That means Josh won by 1 vote unless someone challenges Kodratos' vote.

Ernest's registration of August 14 was merely a change of party.  He was registered prior to that, so his vote is valid.

Just checked it, you are correct as usual, I had removed him back then as the Game Moderator is not allowed to vote I assumed he had no registration.

Not Quite.
I changed my party registration from Manifest Destiny to none when I became GM to reflect the fact that I was outside politics at that time.
