Please submit all legislation that you'd like to be considered before the Northeast legislature this month. This thread will be open until Midnight, Thursday April 17th. A vote on all legislation put forward will then last from Friday the 18th through Sunday the 20th. Each proposed bill requires the signatures of three citizens of the Northeast to make it on to the April ballot.

The following act provides an incentive against people trying to have their property underassessed for property tax.

Eminent Domain / Property Tax Valuation Linkage Act

In the event the government acquires a property through the use of eminent domain, the amount paid shall be no higher than the value assessed for purposes of property tax, adjusted for retail price inflation since the last assessment.

1.   The government of the Northeast shall allow students of age to be enrolled in primary and secondary public schools in the Northeast region to attend public schools other than those in their own school district.
2.   Students in the Northeast may attend any school within a 10-mile radius of the residence of that student in counties designated as urban, and within a 30-mile radius in counties designated as rural.

Not that it's really my business, but I'm just curious how busing would work out under that Act?

Though not otherwise specified, the idea of it is that busing would be provided where and when feasible at the discretion of the school districts, as is currently the case—it seems difficult to come up with a one-size-fits-all solution for rural areas.  The geographical limitations put forth in the bill are designed to make busing possible, but ultimately parents will be responsible for making arrangements for children utilizing schools outside their own district.

(Whether or not this includes free busing, busing-at-a-fee, or having to drive their kids to school will vary.)

Smoking Age Standardization Act
Whereas various member states of the Northeast have set varying ages for allowing the sale of tobacco ranging between 18 and 19; therefore,

Be it resolved by the Northeast General Assembly:

SECTION 1.  Smoking age.  Except as provided in Section 3, no person under 19 years of age may do any of the following:
a. Buy or attempt to buy any cigarette or tobacco product.
b. Falsely represent his or her age for the purpose of receiving any cigarette or tobacco product.
c. Possess any cigarette or tobacco product.

SECTION 2.  Sale to persons under 19.  Except as provided in Section 3, no person may do any of the following:
a. Knowingly sell or otherwise distribute cigarettes to a person under the age of 19.
b. During the course of a sale of tobacco products, fail to perform a reasonable check of identification on persons appearing to be under the age of 29.

SECTION 3.  Exception.  A person under the age of 19 may purchase or possess cigarettes of tobacco products for the sole purpose of resale in the course of employment of a business registered under the tax code of the Northeast.

SECTION 4.  Penalties.  The penalties for violation of Section 1 of this act shall include forfeiture of the cigarettes or tobacco products and a fine not to exceed $50 per offense plus applicable costs.  The penalty for violation of Section 2 of this act shall include a fine not to exceed $500 for the first offense, and a fine not to exceed $2,500 for each subsequent offense.

SECTION 5.  Effective Date.  The Smoking Age Standardization Act shall go into effect June 1, 2009.

I'd endorse the smoking act if it was changed from 19 to 18.

I'm also very much against the Public School Choice Bill.
