1. No Internet service provider may charge a discriminating fee, intentionally offer a discriminating speed of access, nor bar access to online material on the basis of its content to any of its users, unless it would be illegal for the user to access the content in his jurisdiction.
 
2. Illegal content in the Republic of Atlasia includes, but is not limited to, child pornography and material encouraging or aiding terrorism.

I am very leery of giving the discretion to determine the legality of content to corporate powers without government oversight, as the modified version of this legislation does. It is the duty of the government, not ISP providers, to enforce the law, and therefore I must oppose the President's amendment to this legislation.

Per the convoluted process called for in the Nineteenth Amendment, I motion for a vote to approve the President's redraft and urge my fellow Senators to vote against it.

What do you intend to do when the nays have it, Verily? Resume debate, or send the bill back as it stands?

I oppose the President's draft on two counts:
Section two is depending on the reading, either wholly redundant, or a massive infringement of freedom of speech.
The process for determining what is illegal content needs at the very least to be clearly mapped out.

I would like to send it back as I don't see anything that could be improved that would also be pertinent to this legislation. After all, the federal government already has the power to monitor the internet for illegal websites and take them down individually, provided they are based within Atlasia. However, if someone has a suggestion to improve it, I'd like to hear it.
