I intend to sue the Governor of the Pacific for his failure to appoint a Lieutenant Governor, as constitutionally mandated.

Pacific.

However, as there is no Lieutenant Governor, there is no judicial authority in the Pacific. What course would you advise taking?

I cannot advise you of any course of action, other than looking at your constitution and seeing what it provides for in such case, and potentially finding someone to guide you through the process.

"...then the Governor may proceed to find a person to appoint"

May, not must--not to mention that there is no time requirement. Learn to read.

I will appoint a Lt. Governor as soon as I find a qualified candidate.

Case closed.

Xahar, I suggest you try to invoke Article IV, Section 1, Clause 3 to bring this matter under the Supreme Court's jurisdiction

I believe this definitely brings the case under the court's jurisdiction.

Even if you can bring this to the court, why would you?The Pacific Consitution stands firmly against your claim here, as quoted by the Governor. May as well just back off on this one, eh? Also, shouldnt the Chief Justic of the Pacific, whoever the hell it is, be taking care of this?

I believe that's the problem - the Lt. Governor is the judicial authority

The Supreme Court of Atlasia
Nyman,D.C.
In Dave We Trust

Xahar, Plaintiff v. Governor Bgwah, Defendant

Decision on Certiorari

The CHIEF JUSTICE delivered the opinion of the Court, joined by, Ernest JJ.

Xahar comes to this court on a Federal Question relating to the the Pacific Governor's failure to appoint a Lt. Governor, per the regional constitution.  Xahar claims this court has jurisdiction over the matter because the Pacific Constitution enables this court to intervene in certain situtations.

We decline to do so because the plaintiff has not exhausted his regional remedies at this time.  The Governor could appoint someone to hear the case in the absence of a Lt. Governor.  If the Governor then fails to do so, this court may then reconsider the matter.

Petition for Certiorari is DENIED.
