Amendment to the Taiwan Relations Act

Section 15(2) of the Taiwan Relations Act (Pub. L. 96-8) is hereby amended to read: "the term "Taiwan" includes, as the context may require, the islands of Taiwan, the Pescadores, and the Kinmen and Matsu islands, the people on those islands, corporations and other entities and associations created or organized under the laws applied on those islands, and the governing authorities on Taiwan recognized by the United States as the Republic of China prior to January 1, 1979, and any successor governing authorities (including political subdivisions, agencies, and instrumentalities thereof)."

Should be pretty straightforward. The idea was to bring our law up to date with political reality (the Kinmen and Matsu islands having been accidentally left out of the original legislation). This would allow for trade deals, etc. to apply to those territories as well.

Yes.  The Taiwan Relations Act is codified as chapter 48 of title 22. [22 U.S.C. 3301 et seq.]  Section 15 of the Act is codified as section 3314 of title 22.

Sorry for the late comment, but I think I just realized why the Taiwan Relations Act doesn't cover the Kinmen and Matsu islands.  They are outside the territory covered by the Treaty of San Francisco.  Thus while they are part of the Republic of China, there is no way they can be plausibly be considered part of an independent Taiwan, if one takes the position favored by some supporters of Taiwan independence that Taiwan gained its de jure independence from Japan in 1952 with the Treaty of San Francisco ending the Pacific part of World War II.

The purpose of this legislation is for international trade reasons, not to deal with the issue of Taiwan's independence. You are correct that the Kinmen and Matsu Islands are not part of the Chinese province of Taiwan, either as defined by the RoC or the PRC, but rather Fujian, but that is irrelevant to de facto diplomatic and economic affairs.
