Go by who represented the area where you grew up. For example, I was born in a North Philadelphia hospital but was raised and still live in the Northeast so I'm going by who represented me in the U.S. House in that area.

U.S. House - Robert Borski (D - Old PA 3)

U.S. Senate - John Heinz (R - PA) - Senior Senator

                   - Arlen Specter (R - PA) - Junior Senator

The place where I lived when I was born (as opposed to where I was born) or the place I moved when I was 3?

Would need to find an old CD map of NY to really be sure.  I believe I was in the 3rd when I was born which would have made Gregory Carman-R my Rep.  However, this was right before redistricting 5 and a half months prior to the 1982 election.  Not sure if I remained in the 3rd after re-districting as most of eastern Nassau was moved into the 4th district.  If I remained in the 3rd my rep would have been Robert Mrazek (D) who defeated John Leboutiller who was previously in the 6th CD, but running in the 3rd after redistricting.  If I was moved into the 4th CD it would have been Norman Lent-R.

U.S. Representative: Dave Emery (R-ME-01)

Senior Senator: Bill Cohen (R-ME)
Junior Senator: George Mitchell (D-ME) (although I was almost 1 1/2 when he was first elected a U.S. Senator and over 1 1/2 when that term would have begun)
