Like-a-Fishhook just checked, just because we thought it might be funny to do so, whether the SoFA's claim that Cookies & Milk fails activity requirements is correct.
It is correct. That's because the law requires 15 posts in the 56 days before the commencement of the election, not "the earliest possible commencement of the election", language typically used in legislation passed since the Flexitime amendment. If the election had commenced at the earliest theoretically possible date, Cookie's vote would have counted.
Again, we repeat: Cookies vote is NOT legally valid. The SoFA is RIGHT.
Still, because we're masochists, and it's interesting, we've checked to see how everything would have turned out if it was valid.

Actually, this last exercise makes me wonder about those final fractionals in Moderate's original interpretation... for it seems that Afleitch's voters actually break for Culture King.

One thing I'm not quite clear on.  If an candidate is eliminated and a voter has as their next preference a candidate that has already met quota, does that candidate's surplus get refigured, or skipped?  It makes a difference in the numbers at least since EarlAW meets quota and then is in a position to pick up transfered votes from Sensei.

Essentially, what I did in my count is increased the value of all EarlAW's transfer votes from 1/10 vote to 2/11 vote.

How does that affect the result?
My heart skipped a beat when it saw that in your results as I'd never heard of such a thing before... although after some thought, it does make sense and somewhat decreases the randomness factor.

After additional thought, I'd like to retract this statement. Because where does it end? Can surplus redistributions also increase the counts of already elected candidates, leading to further surplus reredistributions?

I think an amendment to the PR bill should be on the floor as soon as possible to determine what calculation for surplus/redistributed votes is used perhaps with adjustments to the voting system itself if need be.

You just came up with an unorthodox but possible interpretation of a reasonably complex law and (If I understand this correctly) have been convinced to correct yourself and use the orthodox one.
