Previous round:
Luxembourg         -13 (50%)
Portugal         -13 (50%)
After a heated battle, Luxembourg and Portugal are tied. I'll break the tie by voting for Portugal.
In another Spanish speaking round and the final part of the third round, Spain meets Uruguay. Spain was defeated by favourite Switzerland in the first round, but easily passed through the runoff round. Uruguay easily won a mostly weak group. Both countires had easy opponents in the second round.
