hmmm, ok I have a quick question:
With the votes that are redistributed from RockyRepublican and ColinW's surplus votes does Lewis get a surplus or not?

I have a different first round result.  Sensei has 3 first preferences, not 2.  (Sensei, Cookies and Milk, and meekermariner)  That means that Happy Warrior is eliminated before Sensei, which causes of Happy's votes to flow to Sensei, so he doesn't get eliminated in the next round either.

Ah, I suppose I should have been more clear—

Of the 19 Wixted/RockyRepublican votes that needed to be fractionally reflowed:

14 went to Afleitch, 4 went to Lewis Trondheim, and 1 was extinguished.  It does not appear that Lewis would have exceeded the quota on the next round.

Besides, Lewis Trondheim would have been the main beneficiary of Afleitch's redistribution, should such a redistribution be required.  Most voters who had Afleitch preferenced higher than both Trondheim and Culture King preferenced Lewis Trondheim over Culture King (and indeed, many voters let their ballots expire before listing Culture King).

I could have gone through  the awkward calculations, but they seemed unnecessary, and the results seemed clear.

Cookies and Milk's ballot is invalid, since he did not meet the minimum posting requirement of 15 between the start of this election and February 22, 2008.

Who needs final round results, anyway. I'll just put "SoFA too lazy" for that round if I make the Wiki page. Wink

Haha.  Well, I'll get around to doing them eventually, but I figured that you folks would prefer knowing who won as soon as it was obvious to me.

Besides, the final round calculations look a bit too messy for me to take on at 1:00AM.

quite understandable, I was just trying to understand the tabulation process a bit better (it is still a bit confusing to me, but, meh I am fine with that).

It's confusing to me too, at least in the final round, which is why it was easier to just short cut it for now.  Smiley

It'll all be settled by the official certification.

Congrats to those who deserve it--the NLC/Northeastern power grab has been a resounding success.

I hope we return to a less-retarded system as soon as possible. Smiley

Well done.

We all know I had my reservations.... strong ones about this system, but I think it actually worked very well.

I admit I was wrong, lets see if the enthusiasm keeps up.

Last minute vote by Ernest preferenced Hashemite first, you second.  Both you and Sensei received 2 first preference votes; you got the benefit of Ernest's transfer keeping you in the race.

A pair of procedural inconsistencies with my count have been pointed out by various kind souls who ran tallies of their own.  While these do not seem to result in a material change in the count or those elected, the corrections will be reflected in the official tally.

Now, now, don't understate my voting shenanigans.  If I had placed another candidate such as Willy Woz as second and then Happy Warrior as third, then Hashemite who I placed first would have won the tiebreak and Happy Warrior would have been eliminated first of those with two first preferences.

If the SoFA decides to officially retract his initial provisional results and publish new ones showing MeekerMariner ahead, I will not seek redress through the courts.

Just in case anyone was left in any doubt about that. Smiley

The SoFA indeed will be publishing new provisional numbers later tonight, but can guarantee all concerned that they will in no way show MeekerMariner having received any votes.  Smiley

5 - ColinW
3 - BaconKing
3 - Jake
3 - South Park Conservative
3 - HappyWarrior
2 - Sensei

No candidates elected.  Sensei is eliminated.  Two votes flow to EarlAW.

Round 3
10 - EarlAW [elected]
7 - CultureKing
6 - Afleitch
6 - Lewis Trondheim
6 - Rocky Republican
5 - ColinW
3 - BaconKing
3 - Jake
3 - South Park Conservative
3 - HappyWarrior

With 10 votes, EarlAW is elected.  His surplus vote is redistributed: HappyWarrior gains 0.5 votes, Lewis Trondheim gains 0.3 votes, BaconKing gains 0.1 vote, and Rockefeller Republican gains 0.1 vote.

Round 3
9.0 - EarlAW [elected]
7.0 - CultureKing

5.0 - ColinW
3.5 - HappyWarrior

Round 5
9.0 - EarlAW [elected]
8.0 - Afleitch
7.1 - Rocky Republican
7.1 - ColinW
7.0 - CultureKing
6.3 - Lewis Trondheim
4.0 - Jake
3.5 - HappyWarrior

Results from this point forward are revised from the original provisional results.

HappyWarrior is eliminated.  Two-point-two votes flow to Rockefeller Republican, one vote flows to Jake, and 0.3 votes flow to Lewis Trondheim.

Round 6
9.3 - Rocky Republican [elected]
9.0 - EarlAW [elected]
8.0 - Afleitch
7.1 - ColinW
7.0 - CultureKing
6.6 - Lewis Trondheim
5.0 - Jake

Though Rocky's 0.3 votes in surplus are not material, for the purpose of completeness, I will allocate them anyway.

Afleitch gets 4 full strength votes and 2 tenth-strength votes; ColinW gets 3 full strength votes; and Lewis Trondheim gets 2 full-strength votes and 1 tenth-strength vote.
These translate to:
Afleitch +0.1355
ColinW +0.0968
Lewis Trondheim +0.0677

Round 6
9.0 - Rocky Republican [elected]
9.0 - EarlAW [elected]
8.1355 - Afleitch
7.1968 - ColinW
7.0 - CultureKing
6.6677 - Lewis Trondheim
5.0 - Jake

Jake is eliminated. Two votes flow to Colin Wixted, one vote flows to CultureKing, one vote flows to Lewis Trondheim, and one vote flows to Afleitch.

Round 7
9.0 - Rocky Republican [elected]
9.0 - EarlAW [elected]
9.1968 - ColinW [elected]
9.1355 - Afleitch [elected]
8.0 - CultureKing
7.6677 - Lewis Trondheim

Colin Wixted and Afleitch are elected.

The ColinW/Afleitch surplus is not enough to move Lewis Trondheim in front of CultureKing for the final slot.  Hence, Lewis Trondheim is eliminated.

The winners of the first Atlasian PR-STV election are:

EarlAW
Rocky Republican
Afleitch
Colin Wixted
CultureKing

These results are STILL provisional, and will not be official until the Secretary of Forum Affairs officially signs a certificate of election.  Voters are encouraged to review the results for correctness and challenge any discrepancies before they are officially certified.

I encourage all interested parties to give these numbers a look, because if there are no objections, I will certify these as official by midnight (EDT) tonight.

I'm not sure you're supposed to allocate Rocky's surplus under the terms of the law, although from a common sense point of view it certainly cannot hurt.

Actually it could have an impact.  If surpluses are not distributed until they have can have an effect on who gets eliminated.  One gets:

Round 6
9.3 - Rocky Republican [elected]
9.0 - EarlAW [elected]
8.0 - Afleitch
7.1 - ColinW
7.0 - CultureKing
6.6 - Lewis Trondheim
5.0 - Jake

Since Rocky's .3 cannot affect either who is eliminated or if anyone is elected, eliminate Jake and transfer his votes.

Round 7
9.3 - Rocky Republican [elected]
9.1 - ColinW [elected]
9.0 - EarlAW [elected]
9.0 - Afleitch [elected]
8.0 - CultureKing
7.6 - Lewis Trondheim

The total of .4 votes that could be distributed is enough to potentially invoke a tiebreaker, but Lewis would still lose it and be eliminated even if all transfered to Lewis and thus be eliminated.
