I'd be more than happy having New Mexico, but I will not surrender Montana. The Midwest can have Utah.
Given Beef's move to Montana, I can see why you want to keep it! I have no problem swapping NM for UT - there aren't any voters in UT so that would still work out.

Given Beef's move to Montana, I can see why you want to keep it! I have no problem swapping NM for UT - there aren't any voters in UT so that would still work out.

Wyoming would be better.

Sadly, according to the regional map here:

Wyoming already is in the Midwest. So that leaves Montana or Utah to swap in return, and Montana now has a voter in it - Beef.

As you should have learned from the last redistricting, your population is supposed to be falling, not stable. .)
