I've got a paper I'm writing for a college related thing, and it asks two questions: Who is America's most effetive leader today, and who is America's most effective leader of the past? I was just curious want you all thought.

My answer for "Today" was Al Gore, and I haven't picked the one for the past yet.

I tried to think of someone who had clearly made an impact as a political leader... Gore is almost solely responsible for bringing global warming into American politics as a big, big issue. Irregardless of whether or not you agree with him, Gore has certainly made a lasting impact on national politics.

He was like the 12th person I thought of, and I could still change it if someone has a better idea (please do?)

"effective" would be how much of their agenda has been put into law or action.  You might not like the guy, but W. was pretty effective in getting us into Iraq and all the other things he's done that the rest of us hate.  He must be fairly effective or he wouldn't be as hated as he is.

(I'm not saying he is the most effective, just tossing it out there as an option)

For the past, James K. Polk is definitely the best example.

He fulfilled pretty much every campaign promise in his first and only term.  Now that's what I call effective.

I have to agree with TD that Polk was definitely the most "effective" President in terms of getting things done (whether you agree with him or not). Henry Clay would be an interesting argument, taking the position that legislators inherently do more than executives.
