"effective" would be how much of their agenda has been put into law or action.  You might not like the guy, but W. was pretty effective in getting us into Iraq and all the other things he's done that the rest of us hate.  He must be fairly effective or he wouldn't be as hated as he is.

(I'm not saying he is the most effective, just tossing it out there as an option)
