Tally on Final Passage

Aye: 6 (Verily; Rocky; Afleitch; Hughento; Meeker; Friz)
Nay: 2 (Sam Spade; CultureKing)
Abstain (Yet to vote): 2 (Colin; Earl)

It's a shame Earl had to take leave for a while, I suspect he would've pushed this over the edge.

When Senators are on leave, they don't count toward 2/3rds, so it is currently at 6 of 9, or passage level.

Well then, learn something new every day.

This legislation has enough votes to pass. Senators have 24 hours to change their votes.

I'm not sure I agree, based on my reading of CheeseWhiz v. Senate of Atlasia.

Hmm... that was basically what I had thought, but I figured Verily would know better than me.

I'm going to go ahead and rule that we actually do need 7 votes on this. I think Earl should be back before the window is up though, so this will probably be a dead issue soon.

Interesting, as we've consistently used the "two-thirds of those present" rule for things other than amendments (notably cloture), both when I was PPT and with Sam Spade. And, of course, you only need five votes for passage with a Senator absent as a simple majority is then of those present. It seems like a remarkably bad SC ruling, but whatever.

Well that solves that problem.

Tally on Final Passage

Aye: 7 (Verily; Rocky; Afleitch; Hughento; Meeker; Friz; Earl)
Nay: 2 (Sam Spade; CultureKing)
Abstain (Yet to vote): 1 (Earl)

This amendment has enough votes to pass. Senators have twenty-four hours to change their votes.

With seven in favor, two opposed and one abstaining, this constitutional amendment passes. It is sent to the regions for their approval or rejection, and the Senate requests the Secretary of Forum Affairs help oversee that process.

It is typical for the PPT to publicly contact the governors of each Region to request that polling booths be opened on an Amendment.
