VA Beach is not really "right wing" in the same way Tulsa is or whatever. Because, even though it's a city, it's really much, much more like a suburb (basically, it was a suburb of Norfolk, and now... is a suburb of itself?). Then add the large military population.

I don't understand the premise of the question anyway. Is "right wing" just the margin of support for the GOP vs. the DNC? Or the type of GOP voters? Because Richmond is probably more "right wing" in that regard than Va Beach.
