You mean that the citizens of Texas wouldn't want an extremist to be president of their nation and sit with his finger on the button, but rather to screw with the liberals in the senate?
I think that if jmf ran for president he'd be seen and portrayed as way too conservative and that, in the end, even the voters of Texas would agree. If he ran for something else there wouldn't be that much attention from non-Texans.
Similarly, migrendel wouldn't win a governor's race from Mass. because at that level people there are still ready to vote for an attractive Republican, but not when it comes to the national level (a congressional Rep. gets seen as in league with the nation's DeLays, a Rep. governor doesn't). That explains migrendel's low rating there.
