Yes, but Prohibition was basically unenforceable without he Volstad Act.

One of America’s greatest “failed” presidents, Herbert Hoover. I do believe if he had been elected at any other time he would have been a great one.

That being said, I really like Al Smith as well, especially his later shift to the right in the 30’s and 40’s.
