By my count, there are four:

  • St. Bernard (which promptly turned around and voted for Boasso in 2007)
  • Livingston
  • Ouachita
  • Sabine

Anybody knowledgable about Louisiana politics care to analyze these?

St bernard post-Katrina isn't really the same place as pre-Katrina (note that 2007 vote no. was less than half 2003's). Before that, it was white Republican New Orleans suburbia, though not as posh as Livingston and the other Florida Parishes. I think Boasso was a local favorite son, too.
Ouachita is urban (is that Alexandria, or that other city - Monroe or what it's called? I forget.) You know how middling cities in Conservativeland are often more partisan Republican than the surrounding countryside. No idea about Sabine. Generic West Louisiana rural parish.

If that doesn't show that racism remains a potent political force, I don't know what does.
