Caracas didn't make the 5 mil benchmark at 2.8 mil.

Buenos Aires... it could be wrong, but it is my general impression that BA isn't as slum ridden as a number of other Latin American cities.  I would never live in Mexico City.

Well the outskirts of Buenos Aires consist of small two or three story buildings that look slightly more permanent than shanties but with the same level of upkeep. Amongst this sea are huge, crumbling apartment buildings roughly 15-20 stories high. The least slum ridden place I've traveled to in Latin America would be Santiago. While there were poorer areas they weren't slums, if you can understand what I'm saying.

Also I've never seen such economic dynamism until I went to Santiago. The whole city seemed to be rebuilding itself. There seemed to be more modern glass skyscrapers going up by the day. It also has the distinction of having the cleanest subway I've ever seen.

I was tempted to say Rio, because it's such a party city.  But I have heard so many wonderful things about Santiago, I picked it instead.
