No. It is a complete sham. The tax policy's implemented by Reagen left numerous tax loopholes that helped corporate interests (i.e. Enron) make money with less oversight.
"Trickle-down" was never intended to provide relief to the middle and lower class, just to benefit the rich. In fact, Reagen had to raise taxes on the middle/lower-class to help do this. Of course, they weren't tax raises per say, instead they were called "user fees" and "revenue enhancers"
