I've never heard that before. 

Also, you never hear "yall" up here.. and if you do, it's an instant give away that you're not from here.  Almost everybody says "you guys" and some of the hickish types even say "yous"

See, it's supposed to be the polite way to refer to ugly people.

Just like, in my all-time favorite regionalism, if someone is really stupid/annoying/problematic, the well-trained Southern belle just says, "Bless your heart."  It has to be heard to be believed.

ahh.. polite...

Then we resort to our love of using the negative.. so to describe someone as ugly, you would say "Well, she isn't very pretty" or "Well, she's no Cindy Crawford, but she doesn't look too bad." if somebody is average looking.

No, you use that if someone is particularly messy or disorganized, which may include the behavior of which Harry speaks.
