Verily, I see your point (cue canned laughter and pained looks from audience), but I don't think that outweighs the earmarking problem. If you don't want the money to go to the regions, it would be better to go to a federal department.

As the bill has failed anyways, I will now vote against the legislation before I voted for the legislation, and change my vote to aye so I can tell my constituents that I fought hard to get all that pork to the Midwest.

It's more than a little disappointing to see a bill that most people are in agreement on go down to failure because no one actually wanted to take the time to try and amend it.

The VP/President of the Senate (Ebowed) is responsible for the duties of the PPT (Colin) in his absence. Were the position of VP to be vacant, the Dean (Afleitch), would be responsible, followed by the next-most senior Senator (myself), etc. down the line of seniority assuming all above are absent.
