I know Jindal in 2003 came close to winning statewide while losing most of Louisiana's parishes.

Whitman def. McGreevey 11-10 in counties in her 1997 win, I think Daschle won more counties than Thune

If I'm counting correctly, Tommy Moore won 24 counties and Mark Sanford won 22 in South Carolina 2006.

This doesn't really qualify, but Connecticut went 4-4 in 1994.

Actually, Rowland won only 3 counties to Curry's 4.  New London went to Groark with 31.5%.

I'd imagine this phenomenon was very common during the 1970s, 1980s, and 1990s when Republicans started to win statewide in the south on the backs of suburban voters.

I'm not going to count them up, but it looks as if Carter may have won more counties in Virginia in 1976 than Ford (who won the state). Same in Iowa. Actually, it might happen with some degree of frequency in some elections in Virginia nowadays given all of the tiny Independent Cities which mostly favor the Democrats.

Four years later, Carter won more counties than Reagan in Arkansas. And probably some other Southern states.

Perpich (DFL) won 47 counties to Carlson's (R) 40, but Carlson won.

In 1976, Carter won 55% of the counties in Virginia (75 out of 136), but still lost the state.  In 1980, Reagan won just 25 out of 75 counties in Arkansas, 32 of 82 in Mississippi, 25 of 67 in Alabama, 15 of 46 in South Carolina, 49 of 100 in North Carolina, and 44 of 95 in Tennessee.

Also, he and Carter both won 32 counties in Louisiana.

Well it WAS 1990. Plus Perpich was from northern Minnesota and Carlson from Minneapolis. But yes, seeing Wright and Sherburne counties vote Democratic while Hennepin and Ramsey vote Republican looks quite bizarre today.

Another oddity: Houston county (the one in the southeasternmost corner.) It voted for Perpich, yet tied for Sec of State the same year. The Democratic incumbent for SoS won every other county in the state except one (Martin). So why it would vote for a losing Democrat when the rest of the region votes Republican but literally tie in a race where the Democrat is winning in a landslide is beyond me.

Compare the numbers in Anoka, Dakota and Washington counties to 2000 and 2004.

That is exactly why.  Kerry carried St. Paul's Ramsey county 63%-36% getting a 75,000 popular vote edge, but Mondale carried it only 56%-42%, getting only a 30,000 popular vote edge.  The other county where Mondale should have done far better is Minneapolis' Hennepin county.  Kerry won it 59%-39% and got a 129,000 vote edge there, while Mondale won it by an anemic 52%-43%, getting only a 35,000 vote edge.  Had Mondale got Kerry's percentages in just these two counties, he would have beaten Coleman by over 100,000 votes.
