I was contacted by them last month regarding this.  I laughed at the notion that Bloomberg needed a petition drive to get his name added to the ballot and informed them of my support for Steve Adams.  They had a blank look on their faces.  hahaha . . . glad to see that they kept trying though.

As the article suggests, they can petition to put your name on the ballot, and it will then be on the ballot unless you take the initiative to ask for it to be removed.  But it sounds like Bloomberg may not bother to ask them to remove it, which means that yes, he'd be on the ballot.

I think there is a rule about being registered with the FEC in order to make it onto the ballot, but I'll have to go look that up.
