Netherlands I think. Estonia is also close. Finland and Germany are fairly liberal, but last in that list.

I voted Sweden, though I'm not that familiar with the Netherlands.

If the Netherlands are so liberal, I find it interesting that Dutch-Americans tend to be a relatively conservative ethnic group.

If the Netherlands are so liberal, I find it interesting that Dutch-Americans tend to be a relatively conservative ethnic group.

It's basically because conservative Dutch Calvinist churches are still very alive in America, but they've practically gone extinct in Europe.

They allow people to use drugs and purchase sex - very enlightened.

However as Pim Fortunyn pointed out, the day there's a Muslim majority there - goodbye to all that.

Only the purchase of marijuana is allowed, 5 grams maximum. Heroin, cocain etc. are still forbidden. The Netherlands have a low number of drug addicts, lower or comparable to other European countries

Other examples:

Same sex marriages are legal. Gay couples have the same rights as straight couples.

Abortion is possible until 22 or 23 weeks. Women who go to abortion clinics are given a mandatory 5 days to think everything over, before they get the abortion. Abortion levels are very low, as are the teen pregnancy levels.

Euthanasia by doctors is legal (although in the Netherlands normally the word "gedogen" is used for it, it means that it is officially forbidden, but no prosecution follows when certain conditions are fulfilled). These conditions are that there has to be unbearable suffering (physically, not mentally), patients have an incurable illness and they gave their permission for the euthanasia, preferably before the suffering began. After euthanasia a commission of mostly doctors have to decide if all conditions were fulfilled, if not the doctor might be prosecuted for murder.

Maybe. But the muslim majority will never be there in the Netherlands. The birth rate in the muslim community is already decreasing, and the number of immigrations too.

The fantastic thing about the Netherlands. The government trusts the people to run their own lives! ...and they do it so very well.
I remember reading that the Netherlands has the lowest level of drug abuse in Europe (Yet drug policy is very liberal!).
They have the lowest level of abortions, child abuse, rape and domestic violence in Europe (Yet attitudes to sex are extremely liberal!).
See the correlation?
Liberal states and cities are ALWAYS much more successful. Amsterdam, Copenhagen, Toronto, Vancouver, Sydney, Reykjavik, Frankfurt etc. are regularly voted among the best cities in the world in which to live, and they're all very liberal.
Authoritarianism doesn't work. Get government out of people's lives and their bedrooms that's what I say!

A slight disadvantage is that there are more than 2200 people in foreign prisons, a very large majority of them for drug-related crimes.
