Being from Louisiana, I'm not sure when Jindal became nationally known, but I predicted him as a future Presidential candidate longer before I ever heard of Obama, which was in 2004. The GOP isn't trying to make him their version of Obama. It just so happens the two started gaining national recognition around the same time. Jindal will have had more executive experience than Obama when he decides to run.

Wait to criticize until you hear his speech, Obama was a nonentity other than for trouncing Keyes in '04, then he made the speech and both left and right thought he was a nice guy.  If Jindal pulls off the same effect and becomes the sole bright spot of the RNC then maybe he'll have a shot in the future.  Basically it's people like him and Palin who remind us that there actually are non-old people left in the Republican Party.
