Generally when the price goes down, the demand goes up. 
Hardly ever happens irl, or rather only with products everybody wants but most people just cannot afford. It's more like, when the demand goes up, the price goes up. Which certainly happened with heroin in the past. And demand has been declining for decades now, actually.

Actually, it would be its insanely addictive nature that makes it so popular.

Teenagers smoke to rebel.  They don't shoot up with heroin to rebel.

Depends on how hard they want to rebel.  They point remains that I think we can all agree the government trying to stop it does nothing.  Would the senators opposed be willing to work toward a compromise similar to what was done with LSD?

My amendment was offered before the motion to table.

I haven't memorized the OSPR by heart and am therefore not sure if this matters... but it certainly should.

No, not for a motion to table. If he had put forward a motion for cloture that would have been impossible due to your amendment being under debate. The motion to table, however, can be called at any time during the debate, even if there is an introduced amendment being debated.

I am prepared to support something like this., but not this.

Addendum: Out of deference to DWTL, I will do some major surgery on this Bill in the form of an Amendment going the Swiss route. If the amendment fails, we can redo the tabling.

OK, but it won't be until this weekend. I try to craft amendments that have some effort behind them, to get it right. If the Bill is tabled, I will still do it, but it will be in the back of the queue I guess if the tabling motion passes.
