It's possible; if Perot had performed close to his '92 numbers, than it's about 50/50.

If turnout hadn't been as abysmal, Dole wouldn't have done as semi-decently as he did.

Dole could have won in 1996, but it'd have required an entirely different set of decisions going as far back as January 1995 when the campaign hadn't even been started yet.
