It's consistent with other polls.  If you look at the chart, McCain has had about the same % lead (around 3%) on average since early June.

NC has been remarkably consistent. Looks like a 3-6 point win for McCain.

Obama was never really higher than 45%. Give him a few undecideds and his ceiling is 47% on Election Day.

It could, but I doubt it. I predict McCain will ultimately win by about 52-47-1, but that NC will be winnable for the Dems in 2012 or 2016.
