Does anybody know if the little min-flags are regulated by the U.S. flag code.  The CRs at my college are doing a 9/11 memorial, and were wondering if it rains, are we supposed to take them out of the ground (keep in mind we have over 3,000 of them).  I'm talking about those little flags on the wooden sticks.

Don't really know about the regulations, but I know when we mark graves, if it is raining the flags come up, we don't do 3000, but we have a fair amount over several sites.
