You'd be hard pressed to find a New Zealand doctor who would perform a circumcision these days unless it's for genuine medical reasons.
The topic came up (as it does ) at my work recently and several of the younger female staff with a fair deal of experience in the area have never seen a cut one.

I'm not sure less friction is the best way to describe it.   I think it is that there is too MUCH friction from the exposed glans all day against underwear, clothes, etc, making it somewhat insenitive and almost 'calloused' compared to the fully protected version (perhaps it is also sort of 'dried out'.  As I understand it either way you get roughly the same friction when balling, but you're just so much less sensitive.
