That's just because NJ has more money, period.  Trust me, if NM had NJ money they'd be just as adept at *sloshing* it around.

Even I'd heard about corruption in Illinois from the far side of the world. I didn't think NJ or NM were particularly corrupt, although I've heard bad things about Ohio and historically New York. But yeah, Illinois is by far the worst from what I've heard.

     For reference, AK & LA are also obscenely corrupt. I can't think of any other states of note, though CA was pretty bad under Pat Brown.
