This ammendment errases the bolded of the following clause of  Section 8 of Article 1:
To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

Another idea...

Before: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Insert a definition of "necessary" and "proper" that Congress can understand.

Nope.  The interstate highway system  clearly is constitutional becaiuse of Article I Sectuion 8 Clause 7:
   To establish Post Offices and post Roads;
since the Post Office does indeed use the IHS to carry the mail.  Iy only takes a slighltly broadening of this clause to have it cover other forms of transportation as well.

No.  While I despise the fact that the government has expanded the meaning of the clause to allow far more than it ever intended, I do agree that the original purpose is still quite important.

The Constitution should be amended to allow the courts to invalidate pardons if there was a conflict of interest. The president shouldn't be able to pardon those that could testify against him in a criminal proceeding for example.

I would eliminate the "Necessary and proper" clause from the constitution. I would also repeal the 14th and 16th Amendments.

I'm hate to say it but I disagree with you on this Bono. That amendement could cause some of the same problems America had when we were a Confederacy. e.g. states having tariffs against other states.

Article 1
Section 10. No state shall enter into any treaty, alliance, or confederation; grant letters of marque and reprisal; coin money; emit bills of credit; make anything but gold and silver coin a tender in payment of debts; pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of nobility.


No state shall, without the consent of the Congress, lay any imposts or duties on imports or exports, except what may be absolutely necessary for executing it's inspection laws: and the net produce of all duties and imposts, laid by any state on imports or exports, shall be for the use of the treasury of the United States; and all such laws shall be subject to the revision and control of the Congress.


No state shall, without the consent of Congress, lay any duty of tonnage, keep troops, or ships of war in time of peace, enter into any agreement or compact with another state, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay.

Also, in article 1 section 8, it can be read:
No tax or duty shall be laid on articles exported from any state.

Congress shall make no law regulamenting the interstate commerce or the commerce with the indian tribes.
