People who enjoy the nice standards of living, education and health care systems, etc.

West Virginia is whiter. McDowell county has the largest black population in the state, but north Minneapolis is far larger. North Minneapolis is over 40% black.

I've actually spent a week in the town of War (McDowell County). Church trip in tenth grade.

Don't think I could live there, if only due to the culture shock. As sad as it sounds even just the lack of cell phone coverage would prove to be a huge difficulty to me.

I love strongly Democratic rural areas, so I'd say McDowell, though I'd prefer Minneapolis in terms of weather and being closer to my family. So considering those factors as well, I guess it's a tossup.

I think you'd prefer part of Southeast Minneapolis (Little Earth) to north Minneapolis.
