Considering black home ownership, graduation, employment, etc. rates they have every right to think things are still rigged against them. Just like JFK winning in 1960 didn't magically make anti-catholic sentiment disappear, this doesn't mean that racism is marginal.

nope, thats not true. 

Obama said during a campaign stop that he would be in favor of payments for past wrongs. He took it back after there was an uproar, but it could happen. I just don't know with this guy. He's still an unknown.

Right, he's going to seek congressional approval for reparations.  Because obviously, he enjoys committing political suicide or is so dumb he doesn't realize that it would never happen.

He also might stab a baby.  Just for the hell of it.  He's still an unknown, after all.
